1. 1 Historical Background
The National Academy for Educational Management (NAEM) is an apex institution in the fields of education, administration, management, planning and research in Bangladesh. It was established in 1959 as Education Extension Center responsible primarily for pedagogic in-service training of secondary school teachers. The center underwent several roles and structural transformations during the last five decades to meet the changing needs of time and the system of education in the country.
The metamorphosis of NAEM dates back to 1959 when it was established as Education Extension Center. After the emergence of Bangladesh, the Center was upgraded and entitled as Bangladesh Education Extension and Research Institute (BEERI) in 1975. The BEERI was entrusted with additional responsibility for research and management training of education functionaries including college and madrasah teachers and administrators.
In order to minimize the cost of education and promote effective educational management, the National Institute of Educational Management and Research (NIEMR) was amalgamated with BEERI and renamed as the National Institute for Education Administration Extension and Research (NIEAER) in 1982. The NIEAER once again transform to National Academy for Educational Management (NAEM) for satisfying the needs of quality management of educational institutions in 1992. The Academy aims at developing as a centre of excellence in the field of educational administration and management training in Bangladesh.
NAEM has a self-contained complex of physical facilities e.g. administrative and academic buildings, library, information center, auditorium, classrooms, seminar/conference rooms, cafeteria, residential quarters, hostels, mosque and so on.
The Director General (DG) is the chief executive of NAEM. He is supported by 4 Directors, 7 Deputy Directors, 16 Assistant Directors, 25 Training Specialists, 9 other Officers and 78 Staff to run the academic and administrative activities.
The Academy is an attached Department of the Ministry of Education. It has recently undertaken the responsibility of supervision of training activities and offering courses at five Higher Secondary Teacher Training Institutes (HSTTI) located in Mymenshingh, Khulna, Barisal, Comilla and Rajshahi.
The Academy conducts four basic training courses. These are (a) Educational Administration and Management Course for heads of secondary and higher level institution (b) Foundation
Training Course for BCS Education (General & Technical) Cadre Officers and (c) Educational Research Methodology Course for selected members of BCS Education (General & Technical) Cadre Officers (d) Refresher Course for heads of secondary and higher level institutions.
1.2 Objectives of NAEM
The objective of NAEM is to ensure proper educational plan at all levels of post- primary education. The specific objectives of NAEM are:
To provide professional and technical support to the education sector for improving institutional capacity on education.
To promote increased efficiency and effectiveness on the educational planning of the post-primary education sub-sector.
1.3 Functions of NAEM
The functions of NAEM are to:
plan, develop, conduct and coordinate various training courses in educational management, and planning for the education planners of educational functionaries
organize workshops, seminars and meetings on problems and issues of educational development
undertake studies and research on educational issues
conduct Foundation Training Courses for incumbents of Education Cadre of Bangladesh Civil Service
serve as documentation center for information on educational planning.
advise and assist to the Government in formulation of education policies.
cooperate with institutions and agencies engaged in similar programs both at national and international levels.
2. Foundation Training
Bangladesh Civil Service Recruitment Rules, 1981 makes Foundation Training Course compulsory for all the new entrants to the Bangladesh Civil Service. The contents of this course have been carefully selected so that the participants acquire the basic knowledge on governance and development. The course aims at building personality, stimulating creativity and instilling leadership qualities into the officers. The course also provides an opportunity to the officers to familiarize themselves with various dimensions of socio-economic development and burning problems and issues of the country.
3. Course Objectives
3.1 General Objectives
To create a base for developing a corps of well-groomed scholar Civil Servants dedicated to the welfare of the nation and people in a changing global context.
3.2 Specific Objectives
Inculcate a uniform perception in all officers by imparting theoretical and practical knowledge on Administration and Development of Bangladesh as a whole;
Build positive attitude among the officers so that they can create a congenial environment for people's participation in all development activities;
Foster 'esprit de corps' among the officers belonging to various cadres;
Develop decision-making ability and analytical skills;
Help them acquire skills and techniques of modern management;
Familiarize them with the changes taking place in different fields, specially in Administration and Development in our country and in other parts of the world as well;
Equip them with knowledge and skills of computer applications at their individual workplaces;
Improve spoken and written communication skills in English;
Build physical and mental fitness of the participants so that they can cope with arduous professional responsibilities.
4. Course Duration
According to Bangladesh Civil Service Recruitment Rules, 1981, the duration of regular Foundation Training Course is of four months. The duration of the 95 Foundation Training Course is four months (120 days) and will run from 13 February-11 June, 2008.
5. Course Management
The participants are primarily divided into two sections and are supervised by members of the Course Coordination Committee. The Coordinators are responsible for ensuring implementation of academic sessions and administrative activities. In addition, course contents are segmented into several modules. Faculty members are in-charge of each module. Concerned faculty members supervise the imparting training on the specific topics of their modules. The members of the assigned committee are responsible for ensuring the execution of co-curricular activities. The Course Director assumes the over-all responsibility and management of the course. He supervises and guides the Course Coordinators. He also consults with the Course Advisor on various academic, administrative and other related issues.
6. Requirements of the Course
Successful completion of the course demands strict adherence to the following conditions:
Stay compulsorily in the Hostel of the Academy and abide by the rules and regulations thereof
Attend all instructional sessions regularly and other activities punctually
Meet and complete all standards and formalities inside the classroom, such as academic exercises, examinations, syndicates, seminars, group discussions
Participate in BARD/RDA/BRDTI attachments and Own Village Study (OVS) program
Submit term papers, field-study reports, book review reports and other assignments on time
Participate in all co-curricular activities
Abide by the rules of the Academe, maintain strict discipline and code of conduct.
Here, it should be mentioned that the success or failure in meeting the above requirements will be reflected in the pen-picture of the participants.
7. Training Methodology
The course includes prevalent/modern training techniques, such as, lecture, assignment, library work, case study, syndicate, seminar, workshop, group discussion, BARD/RDA/BRDTI attachment program, OVS program, field study, extension lecture, book review and presentation, portfolio presentation, term paper writing etc.
8. Medium of Instruction
The medium of instruction will be English. But both English & Bangla medium, space, time and person may use some of the special cases. The Government of Bangladesh is encouraged to develop the oral and written English skills. It is expected that the participants will engage themselves in free conversation in English during the entire period of their stay at NAEM.
9. Course Contents
The course contents are being continuously reviewed and updated by the Faculty. To meet the training needs of the BCS Education (General and Technical) Cadre Officers, the contents of the course have been segmented into the following five areas:
1. Bangladesh Studies 2. Public Administration
3. Development Economics 4. Skill Development
5. Other Modules.
Each area is divided into several independent modules. The details of course contents are given in the brochure.
10. Learning Technique
Instead of passive learning, as happens in one-way mono-lecture, an active learning process will be introduced by involving participants from this course. In some selective modules and a few selective sessions of some modules, participants will actively participate in those predetermined sessions. With prior information, handouts of specific topics will be supplied to the participants in advance and participants with full preparation based on the handout will come to the class where the speaker will act as a facilitator. Participants will take an effective role in disseminating their understanding of the issue in question in the session. The objective of the technique is to help the participants to develop a reading habit, comprehend the problem independently and finally, share knowledge with each other in the session under the guidance of a facilitator.
11. BARD/RDA/BRDTI Attachment
Bangladesh Academy for Rural Development (BARD), Kotbari, Comilla; Rural Development Academy, Bogra and Bangladesh Rural Development Training Institute, Khadimnagar, Sylhet are the institutions engaged in the activities in the field of rural development. The participants are attached to the BARD / RDA / BRDTI to acquaint themselves with the concepts and techniques of rural development. This attachment is important as it gives the participants a first-hand exposure to the rural community and institutions. The performance of the participants is assessed by BARD / RDA / BRDTI, which is forwarded to this Academy later.
12. Own Village Study
A live-in study in own village or participant’s preferred village (subject to approval of the Module-in-charge in case of preferred village) with a focus on socio-economic issues will be conducted by each participant independently. Participants will have to stay in the village for seven days to study the impact of different educational program in poverty alleviation and empowerment of women. They are also expected to evaluate different training program conducted by NAEM. By staying 7 days in the village a participant will collect data and on the basis of the data he/she will prepare a report, which the participant will present in a seminar to be organized by the Course Committee. A detailed guideline on own village study will be given to the participants by the respective module in-charge in due time.
13. Car Driving
There is another attractive learning event for the participants is motor car driving training.
Each participant will take part in the car driving training course at BRTC, Gazipur. After the successful completion of the course. She/he will get a certificate. However, if she/he desires to obtain driving license then s/he has to face further tests arranged by BRTA.
14. Extension Lecture
Extension lectures will be held on different topics. Most of the lectures would be on educational studies and development. Extension lectures are conducted with in-house resource persons.
15. Syndicate Work
Participants are also required to carry out syndicate works. The topics are given by the Module in-charges, which are discussed and deliberated by the group members. The group will select a chairperson and a secretary to conduct the exercise. The exercise will be followed by the presentation of the syndicate report.
16. Term Paper
Term paper writing is very important exercise in Foundation Training Course. It reflects the creativity of systematic study on particular small issue. The paper has to prepare on the approved subject within the limited time. The participants will select the title of the term paper on a subject or their interest in consultation with faculty members. There will be a few sessions on how to write a term paper. Reasonable time may be allowed for necessary data collection. This work will be evaluated on written paper and viva-voce examination carrying 100 (60+40) marks.
17. Assignment
A good number of modules will be evaluated through assignments. Module in-charges will set the task, mark the scripts and submit the results to the evaluation committee. Participants will be given a week’s time to prepare the assignment.
18. Book Review and Oral Presentation
Book Review constitutes another important component. Each participant will write an objective and critical review of a book in English, which is to be presented in a session. A faculty member will chair the session. The presentation of the review will be followed by a question-answer session.
19. Physical Training and Games
The participants are required to take part in the physical exercise and games sessions everyday compulsorily. It aims at developing a sound mind and a healthy body essential for Civil Service Cadre Officers to confront workload and responsibilities of the challenging jobs. The Academy has two experienced physical instructors to command these sessions to be held both on campus and outside
20. Examination and Evaluation
Participants are gradually evaluated through different written tests, assignments, oral presentations, book review, term paper writing, interviews, and also through observation. In the same way trainers, the participants also assess faculty members and guest speakers/resource persons after each session on the prescribed form. The trainees are specifically evaluated on 1600 marks in total. The faculty members will assess the participants on different modules.

21. Evaluation of Participants
The pre-conditions for the evaluation of participants are as follows:
i) A test will be conducted to assess the pre-training level of knowledge of the participants.
ii) The participants will ensure their attendance in at least 95% of the Instructional Sessions, Physical Training, and Games.
iii) Absence from classroom sessions by 1% will result in a deduction of 10% marks.
iv) A participant will be instantly released from the Academy for unauthorized absence in a single session.
v) Qualifying marks in each module/subject is 50%.
vi) The examination result will be prepared on the basis of Grade Point Average (GPA) system.
vii) Qualifying in all the examinations will make a participant eligible for obtaining the certificate.
viii) A participant who fails to obtain requisite marks gets two chances to sit for supplementary examinations.
ix) The supplementary exams are held during the course.
x) A participant will be finally disqualified if he/she still fails in a single module/subject even after availing him or herself of the two chances.
